Oman E-Invoicing: What Businesses Need to Know About Fawtara
Oman is introducing a structured e-invoicing system known as Fawtara to modernise tax reporting, improve invoice accuracy, and simplify compliance for businesses. The Oman Tax Authority (OTA) is implementing the programme in phases, making it important for VAT-registered businesses to understand the requirements and prepare their invoicing systems in advance.
What Is Fawtara E-Invoicing?
Fawtara is Oman's electronic invoicing programme, designed to replace traditional paper-based invoicing with structured digital invoice exchange. The framework follows the Peppol five-corner model, allowing suppliers, buyers, accredited service providers, and the tax authority to exchange invoice data electronically.
Businesses will need compatible accounting or ERP software to generate structured invoices and connect with an appropriate service provider for validation and transmission.
Oman E-Invoicing Implementation Timeline
The Fawtara programme follows a phased implementation schedule:
Phase 1 – August 2026: Initial rollout for the top 100 large taxpayers.
Phase 2 – February 2027: Expansion to all large VAT-registered taxpayers.
Phase 3 – August 2027: Implementation for remaining VAT-registered businesses, including small and medium-sized enterprises.
Phase 4: Government institutions and public sector entities, with timing to be announced by the OTA.
Businesses should identify their applicable phase and begin technical preparations early to minimise disruption.
Key Technical Requirements
Oman's e-invoicing framework uses the PINT OM specification to support standardised electronic invoice exchange. Businesses should assess whether their existing invoicing systems can generate the required structured data and integrate with the e-invoicing network.
Important preparation areas include invoice data validation, VAT identification numbers, buyer and supplier details, automated transmission, credit and debit notes, and secure electronic record storage. Businesses should also confirm the applicable invoice formats and technical requirements against the latest OTA guidance.
For business-to-consumer (B2C) transactions, OTA guidance provides a submission window of up to 24 hours after invoice issuance. QR codes are also required on B2C invoices under the published guidance.
E-Invoice Archiving and Compliance
Electronic invoice archiving is another important part of Fawtara readiness. Under Oman's VAT legislation, businesses generally need to retain relevant tax invoices and records for 10 years. Real estate-related records may require retention for 15 years.
Businesses should establish secure archiving processes that preserve invoice authenticity, data integrity, and readability throughout the required retention period. Integrating archived invoices with accounting records can also make tax audits and reconciliation easier.
How Businesses Can Prepare for Fawtara
Preparing for e-invoicing requires coordination between finance, tax, and IT teams. Businesses can begin by reviewing their current ERP or billing software, checking the accuracy of VAT and customer data, and mapping their B2B, B2C, export, and credit-note workflows.
Selecting a suitable e-invoicing service provider is also essential. Businesses should evaluate technical compatibility, invoice validation, network connectivity, archiving capabilities, and implementation support before making a decision.
